EPA Fines Several Arizona High Schools For Asbestos Offences

Three High Schools in Arizona have been hit with large fines from the US Environmental Protection Agency (EPA) for violating the ‘AHERA’, the Asbestos Hazard Emergency Response Act. The Act is in place to regulate, inspect, catalogue and handle asbestos in all US schools.

The 1986 Act highlights 8 main precautions that must be taken to protect students and staff from exposure to the lethal material. These steps include training maintenance staff on asbestos awareness and handling, conducting a six month periodic survey of asbestos sources, creating an asbestos management plan that is accessible to all staff and parents, ensure ongoing documentation of all asbestos related activity.

Although asbestos is outlawed, these rules are in place to make sure that any pre-existing material is dealt with by trained professionals and to make sure it isn’t damaged by renovations or age. Asbestos is considered to be safe by the EPA as long as it is in tact but once broken or exposed; it releases microscopic fibres which can lead to several forms of unique yet fatal cancer.

The best known asbestos related disease is Mesothelioma, a form of cancer that breaks down the protective linings surrounding the lungs, heart and organs. The disease generally lies dormant for up to five decades, making it notoriously difficult to monitor or catch at an early stage. The worst offender, Cave Creek High School in Phoenix, was fined for failure to conduct ongoing inspections after it documented 12,580 square feet of asbestos-containing building material on its premises.

Asbestos Removal Cost Fire Station One Million Pounds

At an expense of over 1 million to the taxpayer, asbestos that has been found in 38 different fire stations in South Wales, UK has been removed. A station in the country’s capital was found to need urgent attention along with stations in 7 other towns. The cost of the removal was revealed after a Freedom of Information request from Chris Franks, a member of the Welsh political party, Plaid Cymru.

The figure represented the majority of the stations in south Wales with only 5 passing inspection. The majority of the asbestos found was of the lesser toxic white variety although the extremely toxic brown variety was found at a minority.

According to the Fire service, almost 300,000 was spent on the removal of asbestos with the costs at each premises ranging from 1,000 to 35,000. An extra 170,000 also spent on refurbishment works with the rest funding the safe disposal of the material.

The head of South Wales Fire and Rescue has written to ministers to highlight the severe impact the cost has had on the budget for the services in the region. Although the work is essential, it will place a significant burden on the financial abilities of the public sector, something that cannot be taken lightly in the emergency services especially during a time of severe cuts.

The removal of asbestos is required by law to be undertaken by qualified professionals and handled and disposed of correctly. Fernand Turcotte is an occupational health expert and a retired professor of at Universit Laval in Quebec, he is also a veteran of the tobacco wars. Now he at the front of most of the country’s medical and scientific community against the asbestos industry and the politicians who support them.

The list was taken by Turcotte to the government offices determining the loan. The World Health Organisation released a document last week calling for a halt to all asbestos use since, “all types of asbestos cause lung cancer, Mesothelioma, cancer of the larynx and asbestosis.

The WHO estimates over 125 million people are exposed to asbestos in the workplace on a daily basis and over 100,000 people died last year alone from exposure to the fibre. Shocking death statistics, multi-million dollar lawsuits, spiralling costs to the health industry raise many questions, is it moral, political or even economic sense for the country to continue participating in the asbestos business.

Before its use was outlawed in Canada it was used in the construction until the 1970s but now local production is largely exported to developing nations where experts fear there are limited regulations on its use. When inhaled the fibres can scar lungs and cause disease, including cancer.

More than 100 of Canada’s leading medical experts and a selection of sympathetic politicians led an anti-asbestos rally on Parliament hill In Ottawa, however despite the mounting number of public declarations and petitions of scientific and medical institutions, Turcotte is losing faith in it’s effect on the government.

“People in third world countries will curse the name of Canada if this (mining) continues,” commented Mike Bradley, mayor of Sarnia, Ontario, an industrial town at the southern tip of Lake Huron that suffered an epidemic of asbestos-related cancers and deaths.

Some former cancer patients – including a few that have battled this type of cancer- have reported they’ve been cured by taking the prescribed dosages in conjunction with adhering to a strict diet.
